Fostering a positive regulatory and technical environment

Background:

The regulatory and technical environment for dairy production has a significant bearing on the efficiency and cost of the dairy supply chain. It covers the full range of activities from farming and manufacturing to domestic and international markets. The regulatory and technical environment are dynamic and the industry needs to be engaged in the change process to foster more positive outcomes.

Without ongoing involvement in regulatory matters the dairy industry may be at risk of changes being made to the governance framework that:

  • Increase regulatory imposts and/or add cost and duplication to dairy production
  • Leave the industry unprotected from potential risks
  • Threaten the market access of Australian dairy products in domestic and international markets.


Project objective:

To work proactively to maintain and facilitate unimpeded market access for Australian dairy products through the alignment of domestic and international, regulatory and commercial requirements.

Project scope:

The scope of this project covers regulatory and technical areas including: Food safety; Hygiene; Labelling; Additives; Animal Health : Animal Welfare ; Veterinary drugs; and Antimicrobial resistance.

This project covers three key areas:

  • Engagement strategy - to develop and maintain constructive relationships with Australian and international dairy industry key stakeholders, influencers and government departments to assist in achieving a positive regulatory environment for the industry
  • Policy and regulatory reviews and developments – to ensure that DA is actively engaged in the promotion of the dairy industry’s interests in areas of regulatory change
  • Technical support for market access as required  


Outcomes/benefits:

The project aims to improve the regulatory and technical environment for the dairy industry and to work in collaboration across all DA's Business Groups to respond to market access issues as they arise. Specific outcomes include:

  • Develop a clear understanding of all regulatory frameworks likely to affect the dairy industry
  • Monitor their policy and regulatory developments
  • Ensure the dairy industry has consistent, expert and co ordinated representation in all the key groups and appropriate linkages with other associated groups
  • Promote a nationally consistent and sustainable co-regulatory framework for the dairy industry that is based on science, outcomes focused, practical and cost effective but proportionate to risk, recognising existing systems and taking a whole chain approach;
  • Ensure regulatory frameworks are appropriate for ensuring the safety and integrity of dairy products; and Facilitate rather than hinder trade/market access.
