Workforce policy, strategy & planning

Needs/issues:

  • The context within which people in the industry work is increasingly complex. The ability to attract and develop people is increasingly competitive. The national milk production footprint, and the communities in which the industry operates, face complex challenges.
  • People are key drivers of productivity, however issues such as generational demographics create challenges/opportunities to the return to growth.
  • Governments have a reduced capacity to invest in industry development and are expecting industry to be self sufficient.
  • Key stakeholders perceive the need for greater alignment and synergies of service provision.
  • It is important we articulate and implement contemporary workforce development strategies based on data and research.
  • There are opportunities presented by communication technologies (ie web) that require strategic input such as the industrys adoption of e-learning.


Program objective:

  • Provide leadership through policy analysis and debate, service design, regulation or other levers of a national and regional workforce development strategy
  • That there is high level input into the dairy industrys workforce development strategy to lead policy and organisational alignment
  • Provide a framework for people development research and people systems thinking and innovation, supported by summative and formative data. This to be actioned through the development of discussion and policy papers to inform key stakeholders together with facilitation of at least one major forum annually.
